CWA Local 3806 represents hundreds of employees across telecommunications, wireless, utilities, and public sector roles in the Memphis area. Our members are the technicians, dispatchers, and service professionals who keep Memphis connected and safe.
CWA Local 3806 was chartered in 1951, during the era when the Communications Workers of America was rapidly expanding to organize telephone workers across the South. The CWA itself was founded in 1938 as the National Federation of Telephone Workers and became the Communications Workers of America in 1947.
For over seven decades, Local 3806 has been the voice of telecom workers in the Memphis metro area. As the industry evolved from copper wire to fiber optics, from landlines to wireless, from analog to digital — our members adapted, retrained, and continued to build and maintain the infrastructure that connects millions.
In recent years, Local 3806 expanded its reach beyond traditional telecom, organizing City of Memphis 911 police dispatchers and Shelby County Sheriff's Office 911 dispatchers — the public safety workers who are truly the first to respond when Memphis calls for help. This organizing victory reflects CWA's national strategy to bring union representation to every worker who needs it.
CWA represents more AT&T workers than any other union — over 100,000 nationwide. Local 3806 is part of this critical relationship, negotiating contracts that cover network technicians, wireless retail workers, utility operations staff, and internet installation crews across the Memphis market.
Through CWA's bargaining power, Local 3806 members have won strong healthcare plans, competitive wages, pension protections, and job security provisions. When AT&T has tried to outsource or offshore jobs, CWA locals like 3806 have stood firm, fighting to keep good-paying union jobs in communities like Memphis and Bartlett.
Local 3806 is proud to represent the men and women who answer 911 calls for the City of Memphis and Shelby County. These dispatchers are the calm voice on the other end of the line during the worst moments of people's lives. They coordinate police, fire, and medical responses across one of America's largest cities.
Through CWA representation, 911 dispatchers have gained a seat at the table to advocate for better pay, adequate staffing, mental health support, and working conditions that match the life-or-death stakes of their work. Union representation means these essential workers no longer have to fight alone.
