CWA Local 3866 is an organizing-focused local of the Communications Workers of America based in Memphis, Tennessee. Under the leadership of Local Director Jayanni Webster, Local 3866 concentrates on growing worker power across the Mid-South — bringing union representation to workers in telecommunications, public sector, healthcare, and other industries who have been organizing to improve their working conditions.
The local operates as part of CWA District 3, which covers the southeastern United States. Local 3866's staff includes experienced organizers who work directly with workers interested in forming unions, building committees, and winning first contracts.
The Communications Workers of America represents workers in telecommunications, media, airlines, healthcare, public service, education, manufacturing, and tech. With over 700,000 members across the U.S. and Canada, CWA is one of the largest and most diverse unions in the country.
CWA believes that every worker deserves a voice on the job, and that organized workers have the power to negotiate for better wages, benefits, safety, and dignity. Local 3866 carries this mission forward in Memphis, working to ensure that the next generation of workers in the Mid-South has the opportunity to organize and bargain collectively.
Local 3866 isn't just about contracts and grievances — it's about building power from the ground up. The local's organizing team works with non-union workers who want to form unions, providing the training, strategy, and support needed to win recognition and negotiate strong first agreements.
In Memphis, a city with deep roots in the labor movement, Local 3866 continues the proud tradition of standing with working people. From telecom workers to healthcare employees, from call center reps to public service workers, CWA Local 3866 is building the next chapter of the Memphis labor story.
"When workers come together, they win. That's been true in Memphis since 1968, and it's true today. CWA Local 3866 is here to help every worker in the Mid-South who wants a voice on the job."
